Achieving universal access to safe and reliable water services in rural Indonesia presents a significant financing challenge. Estimating the funding levels needed to achieve SDG target 6.1 requires a robust understanding of the lifecycle costs of rural water infrastructure, including the upfront capital expenditure.
Capital expenditure data from the management information system of Indonesia’s flagship rural water supply and sanitation programme, PAMSIMAS, was analysed to estimate the unit costs of constructing water supply infrastructure (primarily piped systems) in rural Indonesia between 2008 and 2022.
It explores cost variations across provinces, identifies factors that are associated with differential costs, examines funding sources, and considers the implications for global and national water service goals.
