This Community Resource Book has been prepared to provide communities, and especially any active person or group within communities (e.g. Water User Groups), with good knowledge in matters concerning the planning for, management and maintenance of water supply and sanitation facilities. The Book also provides guidance on how to improve the hygiene and sanitation practices at community and household level. In addition it outlines the roles and responsibilities of the respective communities, its leaders as well as key bodies and institutions that are involved in the process of implementing, rehabilitating and maintaining rural water and sanitation activities.

This manual provides detailed specifications and design drawings for the AFRIDEV handpump. The AFRIDEV Deep-well handpump is designed to lift water from depths of 10m to 45m. The AFRIDEV is suitable for boreholes with casing sizes of nominal 100mm, 115mm, 127mm or 150mm internal diameter (4", 4.5", 5" and 6").

The Specification results from work carried out by the UNDP-World Bank Water and Sanitation Program in partnership with handpump fieldworkers and development organisations in many countries.

Since the issue of the first AFRIDEV Specification in 1989, the AFRIDEV has become the deepwell VLOM handpump of choice in an increasing number of countries in Africa and Asia.

The Afridev Handpump is produced in several developing countries. The quality, however, varies from manufacturer to manufacturer. While most of the quality related problems can be attributed to lack of internal quality control mechanism at the factory level, others can be attributed either to inadequate procurement procedures or insufficient understanding of the quality assurance requirements by inspection agencies.

There has been encouraging progress with access to safe drinking water and sanitation in both rural and urban areas since the United Nations Water Decade of the 1980s. However, more than 1 billion people around the world still lack access to safe water supplies and more than 2.4 billion are without adequate sanitation. A substantial majority of these people live in Asia where the lack of sanitation provision is particularly acute. In Africa, over one third of the population still remains without access to safe water and sanitation, and many of these can only be served by groundwater. The need for renewed efforts to improve the situation is recognised in DFID's recently published water strategy paper - ''Addressing the Water Crisis - Healthier and More Productive Lives for Poor People''.

These guidelines are an important contribution to risk assessment and the avoidance of the contamination of groundwater supplies from on-site sanitation. They have been development as part of a project funded by DFID through the water component of the Infrastructure and Urban Development Division's Knowledge and Research Programme.

Once set up the model can quickly calculate the actual cost of a borehole (not the price). The first time the model is used it requires the unit costs to be entered for different materials and rigs. The model was built by Tom Heath, Richard Carter and Kerstin Danert. The model consists of three components: Model Unit Costs, Borehole Specifications and Results.

Sustainable groundwater development is fundamental in order to provide universal access to safe drinking water. This document, The Code of Practice for Cost Effective Boreholes provides a basis for the realisation of economical and sustainable access to safe water. The term “cost-effective” means optimum value for money invested over the long term. Boreholes are drilled to function for a lifespan of 20 to 50 years. Thus, the lowest cost is not always the most cost-effective, particularly if construction quality is compromised to save money. Cheap drilling or poor construction quality can lead to premature failure of the well or contamination of the water supply. Boreholes that are subsequently abandoned by the users are clearly not cost-effective.

The Code of Practice for Cost-Effective Boreholes has been officially endorsed by the German Federal Institute for Geosciences and Natural Resources (BGR).
